ICS-300 provides an in-depth focus on the National Incident Management System (NIMS) and the Incident Command System (ICS).
It builds upon foundational courses (IS-100 and IS-200) and prepares participants to manage emergency incidents or planned events at a Type 3 level, which typically involve multiple operational periods and require a more complex organizational structure.

2025 TWS Training Schedule

2025 Training Schedule for Tribal Water and Wastewater Utilities Personnel
The ITCA National Tribal Water Systems Operator Certification Program is pleased to provide this schedule of free operator training and certification events (see below Table of Events). The table will be periodically updated as new training courses are confirmed. When a course is open for registration, its title is shown in the table with an active link. Click on the active course title in the table for details and registration instructions. Events that have already occurred are shown in gray with a strike-through. Events that are not yet open for registration are shown in black and don’t have active links. Some courses are offered more than once to provide operators with options. Instructors may vary from one course offering to another.

Types of Course Formats

  • Online Courses. Some courses are offered in a 100% live online virtual format. (Note: certification exams are available year-round through computer-based testing.)
  • In-Person Courses. Some short-duration, continuing education training events may be offered in a 100% in-person format. Some courses will include in-person certification exam sessions.
  • Blended Courses. Comprehensive, certification preparation courses are offered in a Blended format, which consists of two sequential parts: (Part 1 uses live online virtual format) + (Part 2 uses in-person classroom format).

The in-person Part 2 picks up where the virtual Part 1 ends. The in-person Part 2 will not reviewing curriculum content covered during the virtual Part 1. For certification preparation courses that are in the blended format, the in-person Part 2 includes in-person certification exam sessions.

Training Contact Hours All ITCA Program training events provide opportunity for students to earn training contact hours based on participation and attendance. The terms “lesson”, “class”, and “course” are defined in the ITCA Standards for Contact Hour Credit from Virtual Training Events document. Certified Exams

  • Computer-Based Testing. Certification exams are available year-round through computer-based testing (CBT) at over 300 nationwide testing center locations (See 2025 CBT announcement).
  • Paper-Booklet Testing. In-person certification exam sessions using paper-booklet testing (PBT) are included during Blended certification preparation courses. In addition, the ITCA Program may periodically offer stand-alone, in-person PBT exam sessions.

Travel Expense Reimbursement Participant travel expense reimbursement stipends are available for participants of the in-person parts of ITCA Program training and certification events. For more information, contact the ITCA Tribal Water Systems Program by phone at (602) 258-4822, or by email at TWSInfo@itcaonline.com. *Specified Regional or Area Designations Most of the online training courses are listed without any specified region or area and are therefore, open without restriction. However, some training courses are listed for certain regions or areas. Such training courses are made possible by funding agencies for the express purpose of serving certain geographic areas. When a course is listed for a specific region or area, two different registration options are available—Priority Registration, and General Admission Waiting List.

  • Priority Registration

If you work on Tribal lands in the region or area specified for that course, please use the “priority registration” option. Priority registration will be monitored and tracked based on the work address provided during registration.

  • General Admission Waiting List

Online training course size is limited to preserve the high quality of student-focused instruction. A general admission waiting list is available for personnel working on Tribal lands that are outside of the region or area specified for the particular course. Selection for the course will be first come, first served based on seats available after the priority registration seats are filled. IHS Area Map, below

About the Lifestyle Change Program

Highlights:

  • The lifestyle change program can help you build healthy new habits that last a lifetime.
  • When you join the program, you’ll learn, laugh, share stories, and try new things.
  • Most of all, you’ll lower your risk of type 2 diabetes and improve your health.

The program includes:

  • A CDC-approved curriculum
  • A lifestyle coach
  • A support group

What you’ll learn:

In the first half of the program, you’ll learn to:

  • Eat healthy without giving up all the foods you love.
  • Add physical activity to your life, even if you don’t think you have time.
  • Deal with stress.
  • Cope with challenges that can slow your progress, like choosing healthy food when eating out.
  • Get back on track if you stray from your plan. Everyone slips now and then!

In the second half of the program, you’ll enhance the skills you’ve learned so you can maintain the changes you’ve made.

Time Commitment:

The program runs for 1 year.

  • During the first 6 months, you’ll meet about once a week.
  • During the second 6 months, you’ll meet once or twice a month.

Introduction to Cultural Safety

This course is available free on line through Frontier Nursing University.

The purpose of this course is to:

Introduce the concept of cultural safety and to explore the three main aspects of it, which include:

  • Learning about the history and impacts of colonization on Indigenous people in the U.S.
  • Being self-reflective on our identities as health providers who may care for Indigenous people
  • Centering the Indigenous patient experience and listening as the patient defines what safe care is

At the end of this Introduction to Cultural Safety course, learners will be able to:

  1. Define cultural safety
  2. Identify the three key tenets of cultural safety
  3. Explain the impacts of colonization on Indigenous people in the U.S.
  4. Describe what culturally safe vs. culturally unsafe care may look like (give examples)
  5. Discuss personal and systems change strategies for improving the cultural safety of care

Tribal Dental Therapy Forum

On May 16, 2018, Governor Ducey signed HB 2235 into law that establishes dental therapy in Arizona and outlines requirements and permissions for dental therapists. Specific provisions in the law allow implementation of dental therapy in the Indian Health Service, Tribal, or Urban Indian Health Programs as soon as it is effective later this year in August 2018.

Tribal Child Protective Services Academy

When: May 9, 2016 – May 13, 2016

The purpose of the Tribal Child Protective Services Training Academy is to meet the ongoing training needs of tribal workers for core training in the identification, intervention and treatment of child abuse and neglect that is consistent with tribal strengths, resources, priorities, and consistent with Indian child welfare practice. The academy is limited to 25 participants. Priority will be given to new Tribal CPS workers.

Description

Since 1983, the Tribal Water & Wastewater Utilities Workgroup meetings have been a forum for personnel of Tribal water and wastewater utilities to share ideas and concerns with peers, attend short training sessions, and contribute directly to the continuing development and planning of the certification, training, and technical assistance services provided by the Inter Tribal Council of Arizona, Inc. (ITCA).

As professional water/wastewater utility and environmental staff, your feedback is vital to maintaining the quality and effectiveness of the National Tribal Water & Wastewater Operator Certification Program at ITCA. You are encouraged to participate in the roundtable sharing session and bring ideas or suggestions to the meeting. The ITCA Program is your program and all input and suggestions are welcomed. The Tribal Water Utilities Workgroup meetings help ensure that these services are genuinely “by tribes and for tribes.”

ICS Train-the-Trainer Course Prerequisites

 Prerequisite Course List:

☐  IS-100.b, Introduction to the Incident Command System (ICS), ICS-100.     
☐  IS-200.b, Single Resources and Initial Action Incidents, ICS-200.                 
☐  ICS-300, Intermediate Incident Command System (ICS).                               
☐  ICS-400, Advanced Incident Command System (ICS).                                   
☐  IS-700.a, National Incident Management System (NIMS), an Introduction.   
☐  IS-800.b, National Response Framework (NRF), an Introduction.                  
☐  Demonstrate a working knowledge of ICS through experience and/or training. 
                                                                   
 Letter of Experience and/or Training:

☐  Previously attended classes in adult education.  Formal instructor training such as college courses, National Wildlife Coordinating Groups Facilitative Instructor M410 course, Emergency Management Institute’s Master Trainer Program, National Fire Academy’s Instructional Methodology class, or DHS Office of Grants and Training’s Instructor Training Certification course, or equivalent (Fire Instructor II/III, EMS PI, EMA Instructional/Presentation Skills, FEMA Master Trainer, ILEA instructor, etc.)

 Letter of IC, Command, General Staff positions:

☐  Participants must have worked as IC, command or general staff positions on incidents that went longer than one operational period or involved a written action plan and involved multiagency coordination.
Additional information on the Tribal Training Officer ICS Train-the-Trainer Course to be posted in the near future.  The Tribal Training Officer Prerequisites are based on the FEMA/NIMS Instructor Training Prerequisites, dated February 2008.
