Budget Formulation

The Tribal Health Steering Committee for the Phoenix Area IHS organizes the annual consultation on the IHS budget and advocates for the priorities of the tribes to address critical access to health care issues throughout the formulation and appropriations process. Tribes in the Area also choose two leaders that serve on the National IHS Budget Formulation Work Group.

Fiscal Year 2013 IHS Budget Consultation

The Phoenix Area Indian Health Service Fiscal Year (FY) 2013 Budget Consultation Meeting was held in Las Vegas, Nevada on December 9-10, 2010. The purpose of the meeting was to consult with tribal leaders in the Phoenix Area to develop a recommended budget request for the Indian Health Service (IHS) in fiscal year (FY) 2013. Tribal leaders at the meeting agreed on a total recommend budget of $6,127,120,000. This represents a total increase of $985.7 million above the FY 2011 President’s Request of $4,406,429,000 that was used as the planning base. $617 million is recommended for Program Increases and $368.7 million is recommended to maintain Current Services. Tribal leaders strongly stated the urgency to which critical needs and disparity in accessing health care must be addressed. In so doing the leadership decided to develop their list of top 10 health priorities to include three major budgetary categories because these particular line items have such a great impact on health care delivery in Indian country. The top 10 health issues for fiscal year 2013 are as follows:

  1. Contract Health Services*
  2. Diabetes (Includes Obesity and Renal Failure)
  3. Behavioral Health (Includes Mental Health and Substance Abuse disorders)
  4. Cancer
  5. Dental Health
  6. Maternal and Child Health (Includes Adult/Childhood Obesity and Women’s health care issues)
  7. Health Care Facility Construction*
  8. Cardiovascular Health (Includes Heart Disease and Hypertension)
  9. Elder Health
  10. Health Promotion Disease Prevention (Includes Injury Prevention, Suicide Prevention and Domestic Violence Prevention)

The IHS National Budget Formulation Work Session was held on February 1-2, 2011 in Tempe, Arizona. At that session all of the twelve Area tribal recommendations were reviewed by the tribal leadership and national priorities and budget priorities were agreed on. Based on these consensus recommendations tribal testimony was prepared and presented to Kathleen Sebelius, U.S. Secretary of Health and Human Services and other key HHS officials at the 13th National HHS Tribal Budget and Policy Consultation for Fiscal Year 2013 held on March 4-5, 2011 in Washington D.C.  Click here for the document.
