Notice to Bidders
Regarding the Inter Tribal Council of Arizona, Inc. (ITCA) RFP TWS 18-4:
Due to the number and complexity of bid responses, the ITCA Scoring Committee has extended the review period and postpones the Projected Successful Bidder Announcement Date to
May 31, 2018.

EXPECTED PERIOD OF SERVICES: Tentatively June 5, 2018, through March 31, 2020

SUMMARY: The Inter Tribal Council of Arizona, Inc. (ITCA) is soliciting proposals from entities or individuals that are qualified and interested in performing professional psychometric services for the development of federal baseline regulatory exam modules for drinking water and wastewater system operator credentialing. The objective of the federal baseline regulatory exam modules is to assess candidates’ knowledge, skills, and abilities to operate and maintain water or wastewater systems in a manner that is in compliance with United States federal baseline regulations. The federal baseline regulatory exam will augment existing operator certification exams.

IMPORTANT: Postponement of Switching to the New ABC 2017 Exams

ITCA has postponed its use of NEW Certification Exams in 2017

Due to circumstances beyond our control, the Inter Tribal Council of Arizona, Inc (ITCA) National Tribal Water & Wastewater Operator Certification Program must postpone its switch to using the Association of Boards of Certification (ABC) new 2017 operator certification exams. 

Until further notice, the ITCA Program will continue using the existing ABC 2012 Standardized operator certification exams for both Paper-Booklet Testing and Computer-Based Testing.

2018 ITCA Tribal Water/Wastewater Operator of the Year

Attention Tribal Water and Wastewater Professionals:

Then here’s your chance to acknowledge and celebrate their efforts and hard work. The Inter Tribal Council of Arizona, Inc. (ITCA) National Tribal Water & Wastewater Operator Certification Program is requesting nominations for the 2018 Tribal Water/Wastewater Operator of the Year Award.

Anyone is welcome to submit a nomination to show appreciation for the quality and integrity of the work done by an operator of a Tribal water or wastewater system. Nominations should be submitted by those who have personally witnessed the great work of the operator being nominated.

The deadline for submitting nominations is August 3, 2018.
Award ceremony will be on August 29-30, 2018.

NEW! Tribal Utility Management Certification – Level 1 (TUMC-1)

For Tribal Water and Wastewater Utility Personnel

The purpose of the Tribal Utility Management Certification – Level 1 (TUMC-1) is to create a standardized pathway for Tribal water professionals to advance into and ascend through the field of water and wastewater utility management.  The TUMC-1 is designed specifically for experienced Tribal water/wastewater utility professionals that are newly entering into utility program management.  The TUMC-1 professional certification is a voluntary mechanism that can be used to strengthen one’s career as well as the credibility and integrity of Tribal water utility programs.

Testing for TUMC-1 is available during the current Year-Round Computer-Based Testing, which is available from January 6, 2017 through December 30, 2017, at 200 regional testing centers. Click the link below to register and apply.

Technical Assistance to Tribal Communities

The Inter Tribal Council of Arizona (ITCA) Tribal Water System Program is dedicated to providing technical assistance to tribes in order to develop technical, managerial, and financial capacity (TMF), as well as water & wastewater utility sustainability through education, access to resources, training, and technical assistance. The program partners with federal agencies and other organizations to ensure these services are available to Tribal Water Utility operators and managers.

Legacy of ITCA Project
The ‘Legacy of the Inter Tribal Council of Arizona’ Project (hereinafter referred to as “Project”) is analyzing the role of ITCA in the development of national Indian policy from the critical era following World War II to the present.  The Project is exploring the role of Tribes in Arizona and ITCA in the development of federal self-determination policy and practices focusing on the perspectives of tribal leaders who founded and led the Association. The Project is also documenting the evolution of ITCA, including interviews with executive staff, identifying the goals and activities from its earliest years, as well as the strategies and tactics used by ITCA’s leadership in accomplishing collective goals over time.
